The Work¶
The systems that act on their own are governed by the parties that operate them. That is the gap.
My perspective comes from working across the autonomy continuum: automation to autonomy to AI, from underwater and airborne robotics through RF and spectrum sensing to cybersecurity and digital AI agents.
I build the independent measurement layer, the instrument that grades governance quality from verifiable evidence rather than self-attestation, and the doctrine that says why an operator cannot be its own scorekeeper.
The chair has been created. The measuring stick has not.
Pharns Genece works as an independent researcher on measurement and governance for autonomous systems — AI agents and physical autonomous systems under one architecture. He is a U.S. Air Force veteran. The public-facing work is published under AAM Cyber.
Five provisional patent applications on file with the USPTO. Filing receipts available to editors on request.
Available To Comment On¶
AI governance, autonomous AI agents, AI accountability, runtime assurance, independent measurement, AI kill switches and loss-of-control detection, cyber-physical autonomy, drones and autonomous systems, and governance failures involving physical or digital autonomous systems.
Deadline and breaking-news requests welcome. Put your deadline in the subject line.
In His Own Words¶
"AI should not govern AI, first and foremost." — Law I of the Five Laws of AI Governance
"Governance has to sit in the loop, before the action, or it is not governance. It is a report." — Law II of the Five Laws of AI Governance
"A control that depends on the thing it governs isn't a control."
"A system can be perfectly governed into doing something reckless if the grant itself was reckless. The laws are necessary. They are not sufficient. Compliant is not safe." — On the limits of the Five Laws of AI Governance
